Teachers need to understand the trends of this interaction in terms of the commitments expressed in the Constitution, government policies and the successes and failures of its resulting programs.  He needs to be aware of the changes taking place around him and his role in bringing about the expected change in society.  In order for teachers to cultivate such awareness, in-service training programs should be such that teachers understand the importance of universalization of early education for national development.  


R Understands the importance of constitutional provisions, guiding principles, clauses as well as amendments made for universalization of elementary education.  Understand the importance of the National Education Policy 1968 and 1986 (revised in 1992) in the specific context of elementary education as well as the recommendations of various commissions and committees.  * Can collect information about the provisions made by the State and Central Government to put into practice the policies regarding universalization of elementary education.  * Can detect missing links between planned programs such as school education, adult education, minimum levels of study (MLA), etc. and understand the gap between achievement-failure at implementation stage,  


What does it mean to achieve the required features of a minimum level of study?  What does it mean to evaluate?  And what does it mean to provide information or to make people aware?  And understand how to put all these concepts in the right order.  Understand the role of ‘minimum levels of study’ in terms of facilitating learning.  Understands the relationship between abilities, courses and the learning-teaching process.
